If Consevatives split across six or seven or eight or ten candidates, Bush will cruise to the nomination with 20% of the primary vote

There is no way that someone should be able to "win" a primary election with less than 50% of the vote.

In a final election with an office at stake, a first past the post system may be reasonable. But primaries are a system for awarding delegates, they are not dispositive elections at all.
