The purpose is to dilute the voting power of white suburbs, but there aren't enough minorities to accomplish this with the current demographics. They know this. That is why they are allowing hundreds of thousands of illegals to pour across the borders en masse, and importing thousands more from Somalia, Syria, Sub Saharan Sudan and other ME conflict countries. They are placing these future (D) voters strategically around the country is places that will swing elections and have little or no minorities in them, MT, WY, ID, MN, etc.
