“Where is the money coming from”
The president has wide latitude to use the military budget. He can completely defund projects and move the money to anything he wants. Clinton used the money intended for bullets and bombs and spare parts on social projects. For example, he had Marines in full combat gear diapering AIDS babies in Africa. When he left after eight years half of the Navy and Air Force planes could not fly on any given day for lack of a critical part.
