Well...we’d bankrupt that fund fairly quickly. This would force the cop, his local boss, the city, and a bond agency to all participate in his behavior. My gut feeling is that once you assign some risk of behavior to a guy and his cost level goes up....he’ll get out of the cop business and go back to his main duty....mall cop.
