FRANKFORT Gov. Steve Beshear told Casey County Clerk Casey Davis on Thursday that Davis should issue marriage licenses to every qualified person or resign.
The governor also said he won't call a special legislative session to address same-sex marriage issues.
Some legislators and county clerks have called for a special session.
Beshear met privately for an hour with Davis, who objects on religious grounds to issuing marriage licenses to same-sex couples
The governor later released a statement saying he advised Davis that he respects his personal beliefs but he took an oath to uphold the U.S. Constitution.
The U.S. Supreme Court ruled last month that the Constitution requires government officials in Kentucky and elsewhere to recognize same-sex marriages as valid and allow them to take place, Beshear said.
Davis said that he was disappointed with the governor and that he would continue to refuse to issue marriage licenses and would not resign.
He acknowledged that he is concerned about being sued or being charged with official misconduct but that he has learned "to lean on the Lord."
Before entering the meeting with Beshear, Davis, with his wife of 23 years, Christy Davis, at his side, said he was willing to go to jail for his religious beliefs.
"If that's what it takes to express freedom of religion, I'm willing to do this," the clerk said

Since when did a Supreme Court opinion become rule of law? If the leftists and homosexuals want faux marriage enshrined in this country, then get the laws passed, just like the 15th Amendment.
Beshear is a dem. But since county clerks are elected he has no power to fire Casey Davis. Unfortunately Davis is going to need to be shielded from lawsuits since hell hath no fury as a homo scorned.
She needs to step down or transfer then, because the only thing that will happen is that she will either be fired or some homosexual couple will make a fortune in the courts at the taxpayers expense.
There’s a lot of support for gaydom in KY, particularly Louisville, Frankfort, and Lexington, not so much in Casey County though.
People in KY truly believe in Beshear and cohort McC though they wear different party labels to confuse the electorate.
Before we jump to the defense of the county clerk here, we might want to ask ourselves if we really want to open a can of worms like this. Would anyone here want to concede that an avowed pacifist (a Quaker, for example) in an official government capacity can refuse to process paperwork for legally owned firearms?
Whatever kind of “process paperwork” for firearms do you expect a government official to handle?
Maybe there is none. How about refusing to process property title paperwork for people who own firearms?
You are just being silly.
Maybe you should go surrender your firearms to your local government entity just to be sure you will never get in trouble over them.
Then you could buy or sell a house, write a tart letter to the editor, even marry your former best same-sex hunting buddy, with nary a worry.
There are background checks and if you pass that they issue a license in order to carry around here.

But there is another way if your local official won’t give you a marriage license, or a carry permit.
You go ahead and do it anyway. Justice Kennedy has said that two pansies can marry, and the Founding Fathers have said that you and I can carry a firearm.

I understand your point: rule of law. However, there comes a time for civil disobedience.
These times warrant it. And those who stand up need to be supported and celebrated as heroes. They need to become our Rosa Parks.
It would be a big mistake, IMHO, to kowtow now or to be cowed into silence and acquiescence.
Not gonna argue the fact that things are screwy to the point of distraction at this time. People have been killed for less in our country's past.
