Actually I cannot imagine why anyone would think everyone is NOT spying on everyone else.

I'm shocked, shocked...

We would be derelict in our national defense duties NOT to spy on everyone else.

As notations in that book also say, “an army without spies is like a man without ears or eyes”. A nation cannot exist as any kind of independent power without such means.
