For the most part, the response from 2016 Republicans to Donald Trumps comments about Mexican illegal immigrants has been uniform: tempered outrage. Rick Santorum was happy with the fact that Trump raised the issue, although not the words Trump used. (In case you didnt hear the words welcome back to Earth! Trump said that "when Mexico sends its people," it sends people who are "bringing drugs. Theyre bringing crime. Theyre rapists.") Marco Rubio called the comments "offensive and inaccurate." Rick Perry was similarly offended. Jeb Bush deemed them "extraordinarily ugly."
But theres a notable exception: Ted Cruz. Shortly after the issue flared up last week, Cruz said that Trump "speaks the truth" and didnt need to apologize. He kept defending Trump over the weekend, saying Friday on Fox News that he thinks Trump is "terrific" and, on "Meet the Press," that he "salute[s] Donald Trump for focusing on the need to address illegal immigration." The suggestion that immigrants are rapists? "He has a colorful way of speaking."
So why is Cruz the outlier here? Lets game this out....

Who is to say they aren’t coordinating strategies already? Trump loves a deal.

Exactly. Trump takes the hits as the frontman, Cruz comes in smiling and closes the deal. Probably not quite that tacit, but an “informal understanding amongst gentlemen of taste and distinction.” Either way the nomination goes, the other is covered.

What Trump said is the same thing that has been said by many on FR for YEARS.
Trump just has a blunt and impolitic way of saying it.
For example:
Most people: “We in management have thought long and hard over this, and, because of the current economic downturn, staff incompatibility, and other factors, we have made the painful decision that your services are no longer required.”
Trump: “YOU’RE FIRED!”
Now if Cruz can only stop stealing American’s jobs and giving them to foreigners at the rate of tens of thousands every year....he might start going up in the polls......but Americans when voting for a leader don’t vote for somebody that goes around saying ...”yeah that other guy is right”.
That’s not leadership. Still he is better than most.
Ted is already president? How did I miss that?
