If ISIS could lay claim to making this happen, they would already be doing so. Fireworks are very popular over there, so it’s likely someone planned poorly, and underestimated the likely flare radius. I’m sure that was frightening, and I hope they recover.

I just read the news report (in chinese), according to the event organizer, it appears that strong wind (common in taiwan at that location) caused the powder to disperse and ignite. the event organizer is now in big trouble of course. That amusement park is located by the river meeting the sea so, the sea wind might be the culprit. At this point, I blame it on commie mainland Chinese powder spiked with explosive.
