They sort of did it against Bush. I suppose if Bibi left Israel on a trip somewhere the UN would arrest him? Does the UN have a police force? Interpol perhaps? The UN is a joke.

No they have no authority to arrest the leader of a sovereign nation. Plus good luck getting past the Mossad to get to him. :-)
