There does seem to be some sort of rope near her hands... yet it appears also that she is sitting on a rope or the rope is wrapped around her buttocks.

Weird, her body is relaxed as if she's sitting on something, there is no muscle tension visible.

She should have sat on top of the flag pole and stayed there.

She seems to be wearing a harness with two independent straps. Each strap has a stirrup for a foot on one end and is somehow wrapped around the pole on the other end. And she is able to alternate her weight between each leg...weight on left leg while she moves the right strap down on the pole, etc.
