But the blame still lies with the perpetrator. Yes, but some responsibility lies with the pastor, who permitted a deadly situation by enforcing a dangerous rule.

I disagree. Even if the pastor permitted carry in the church there is no guarantee anyone in the building at the time would have been armed.
The shooter did the shooting. He is 100% responsible.
