The House on Thursday took the first step toward resuscitating the White Houses trade agenda by passing legislation granting President Obama fast-track authority.
The bill now goes to the Senate, where the White House and GOP leaders are seeking to strike a deal with pro-trade Democrats.
The House vote was 218-208, with 28 Democrats voting for it.
This is the second time in a week the House has voted to approve the controversial fast-track bill. On Friday, the House voted 219-211 in favor of fast-track, which would make it easier for Obama to complete a sweeping trans-Pacific trade deal.
In last weeks vote, the House GOP paired the fast-track bill with a measure known as Trade Adjustment Assistance (TAA) that gives aid to workers displaced by trade. Both measures needed to be approved in separate votes for the entire package to move forward.
House Democrats have historically favored TAA, but they voted against it on Friday to kill fast-track, which is deeply opposed by unions and other liberal groups.
The White House still wants both measures to reach Obamas desk, but is now advancing a different strategy that would see the two bills move separately.

“At least as soon as TPP is complete, we will get 60 days to review it and contact our Reps and Senators, something we would not have gotten without TPA.”
Good luck with that.
The dems not voting in lock step, which is their usual tactic, is evidence to me that these two parties are working in cahoots to pass things with a bare minimum of yay votes.
I suspect that no votes were allowed to people who feel they need them.
I am at a point now where I am not willing to acknowledge no votes if a bill passes in spite of them, because they do not matter.
The government agenda always moves forward. America is being conspired against.
They sure do own this bill.
And watch it pass in the Senate, which the GOP also controls.
There will be enough Dems to get it over a 60 vote threshold, even though they usually vote in a block against the GOP there.
Anyone up for a second political party?
Yes, but like the Maine senator’s vote that allowed 0bamacare to proceed [that could have stopped it], this TPP too shall be maneuvered through. I for one do not trust them to a) give us 60 days or b) pay any attention to what constituents want in whatever time they “give”us.
It could have been stopped.
I hope I’m wrong.
Obviously the calls from constituents, reportedly running as much as 30-1 against this trade turkey, meant nothing to these bought-and-paid-for congress critters. They report to a higher authority—the Chamber of Corruption.
Well said and very true.
25 years of the GOP taking away the football like Lucy from Charlie Brown is taking a toll.
We need a new game.
We will Trump this real bad. Bad deal— secret deal— Raised taxes!! Terrible.
How can they split TPA from TAA today when they had to be considered together [with another item] last Friday?
“How can they split TPA from TAA today when they had to be considered together [with another item] last Friday?”
They restructured the bill to separate them. That’s why it has to go back to the Senate now for a re-vote there next week.
It still feels like the Dems are in charge to me.
Agreed.
It is clear that corruption rules DC, and it is not going to change via the ballot box.
So...you are a RINO then.
Australian trade minister says TPP is basically done. One week of negotiations need to finish it:
We are literally one week of negotiation away from completing this extraordinary deal across 12 countries and 40 per cent of the worlds GDP, said Andrew Robb, Australias trade minister.
Seems the Cruz campaign has been lying to conservatives to cover his Obama enabling TPA vote. Shame on them.
No, the Republican Establishment screwed the country.
It’s because we have a uniparty........
It will be a cinch to pass TPP in the Senate. More than half of the Republican Senators are marxists and most of the rest will do anything for money.
“At least as soon as TPP is complete, we will get 60 days to review it and contact our Reps and Senators”
If you think that will make any difference, you haven’t been paying attention.
Citizens were contacting their congress critters like crazy to stop this thing today. It still passed. Very few of these career politicians care what their constituents think. They know only a very small percentage of their number are thrown out of office. If they vote the Chamber of Corruption/Boehner/McConnell line, they will be assured of enough campaign donations to roll over almost any opponent.
Can’t wait to hear Trump on this his big mouth will come in handy. If we get stuck with this bill then I think Trump will be the best fighter for US sovereignty.
As originally designed in the constitution and elaborated on by congressional rules, the process is designed to stop such rammed through hasty ideas. It is tragic that the process is the only thing still protecting us, from a small and vile group of men obsessed with greed.
