That prospect has legislators scrambling to change the law to avoid being accused of making tool buyers go through new regulatory hoops.
Senate Judiciary Chairman Floyd Prozanski, D-Eugene, on Thursday won approval of his committee to amend a House-passed gun bill to include language making it clear that a "low-velocity powder-actuated tool or similar apparatus" is not a firearm under Oregon law.

i used to have access to lots of 32 cal rimfire Hilti cartridges but didn’t take any.
