OK, question:

When did one go missing or get sold on surplus???

They are often sold as surplus. Usually they’re bought by security firms, couriers and the like - or by third world militaries/guards.

Someone else found the ebay link to what’s possibly the actual vehicle, I trans-posted it upthread a few posts.

Also, the fact that this was sold surplus may have been a saving grace. One problem with the style of gun port they installed on these conversion vans is the extremely limited field of fire. It also does not allow use of the weapon’s sights except with exceptional difficulty and contortions. If this is the eBay van, dude should have learned then practiced shooting from the vehicle if he wanted to hit someone.

It’s fortunate because so far he’s not managed to significantly injure anyone else because of that.
