When you allow vendors to sign up recipients it is near a 100% probability there will be fraud.

América Móvil, owned by Carlos Slim*(Mexico), provides some of the the phones and services.
The program is funded by USF fees the rest of us pay.
At one time, that fund was billions in the black. After adding cell phone service, it’s now in the red.
They never get it right, it’s Obama foams, not Obama phones.
