I am betting the headline was written not by Ulman but by some local newspaper editor.

I believe editors write the headlines. Still, not an excuse. From what I can see, Ulman used the correct word in the early part if his column.

To be fair, the guy who wrote the story, Ulman, used the right word in the article. Headlines are written by someone else.

Writers rarely, if ever, create their own headlines. It's nearly always done by a staff member.
