While a good idea, I seriously doubt it will ever happen.

Yes—that point was in my thoughts as I wrote this. It is clear that the representatives of the citizenry are structurally in opposition to the interests of the citizenry. Not a good structure in this example and it might only be fixed if it were a Constitutional element or if state governments had greater influence.
