The flooding is on about a 20 year cycle. Back in the mid ‘70s Southeast Texas saw snow in the winter and flooding in the late spring/early summer.
Then again in the ‘90s.
Now in 2015. Go figure.
As I recall, there was massive flooding of the Liberty river that caused serious problems in the flat lands around Houston. This in spite of a large dammed lake up stream built to prevent just such an occurrence.
Alvin, Texas, was deluged by 43 inches of rain in 24 hours from July 24-25, 1979, setting an all-time record 24-hour rainfall for the U.S.
The record still stands.
