The Texas legislature early Friday failed to advance a proposal to prohibit local officials from granting marriage licenses to gay couples, a measure viewed as an effort to preempt an expected U.S. Supreme Court ruling next month regarding gay unions.
The measure died when a Republican campaign to push it through the Texas House before a midnight deadline was stymied by Democratic delaying tactics.
If the measure had reached the floor, it appeared to have sufficient support to clear the Republican-controlled chamber.

Seems to me that if the Republican majority really wanted it, the Democrat minority would not have been able to stop it.
As I noted above, I well imagine that Joe Strauss worked to push against this bill.
By the way, the party break down in the Texas House is 98 Republicans and 52 Democrats.

‘RAT “delaying tactics” would not be enough to derail this legislation. It is near certain that the duplicitous RINO Joe Straus (Speaker of the Texas House) was involved and was pulling the strings to derail it. As long as Joe Straus is Speaker, the Texas House cannot be considered a “Republican-controlled chamber”.
Will this backfire on the Democrats? Don’t count on it, but I hope so.

Strauss is Boehner, in a smaller suit.
I have entirely given up expending any energy whatsoever in giddy hope that these flares of light will come to fruition.
This stuff is good fodder for web hits and ledes on stories and TV, and then “poof”.
Much better to keep walking and ring the bell if and when it is a fete accompli.
