The job of the military is to conquer, not to build schools for girls. The job of the civilians is to supply the requisite men, beans, bullets, and bandages, and to NAME the enemy in a Declaration of War (except we no longer have a War Department).
"Iraq" was not a substantial enough nation to conquer, but the main enemy still sleeps soundly in Riyadh and Islamabad. If the American flag had been flying over the Governor's Palaces in those cities by Christmas 2002, you and I would never have heard of "Barack Obama" and we would be discussing other, more pleasant things.
