Hussein’s army was corrupt from the top to the bottom.
They carried out human atrocities on Hussein’s whim.
Salvage them? LOL, no thanks.
You’ve got to be kidding.
Then generals were corrupt, and had blood on their hands. And so were the colonels, probably all the way down to the captains.
But consider the average Iraqi privates and corporals. Many were draftees. It's those folks who should have been immediately reorganized into some sort of Iraqi constabulary. Instead they were all sent home angry, unpaid,...and armed.
Think about what Eisenhower did when Germany was occupied. The highest Nazis got arrested. But everyone else was put to work rebuilding the country. It's not a perfect analogy, but it's something to think about.
