It’s HR who hires these people and yet it is HR who has never done the job , never served in this profession, has no clue about he job and yet have that much power to hire who they want based because they went to college for four years getting a basket weaving degree.

My experience is that the Civil Service Commission sets the testing, physical, and psychological standards. The testing is performed by avtive police staff or by outside contractor oversaw by active staff. The results are then rated highest to lowest and given to the chief who then makes his selection. HR then makes offers of employment.
