Sure. Training & practice on a large scale is fine.
It’s just that when a large segment of the population has a deep-seated distrust of those running the operation, suspicion is warranted. Practicing subjugation of a population is largely indistinguishable from subjugating a population when those in charge want the subjects to not figure it out until it’s too late.

A well-founded distrust after hearing lie after lie coming from the lips of the Muslim infiltrator and watching what he does, not what he says because none of it can be trusted. Hell we still don’t really know who he really is or where he REALLY lived growing up or why travelled to Pakistan during the 80’s and disappeared off the grid for awhile. He claims to be a Chistian yet wears a ring that says there is no other god other than Allah? He puts out a birth certificate online thats proven to be a fraud then the only person who claims to have seen his real birth certificate dies in a plane crash in the ocean and all the other passengers escape unscathed and unharmed while she dies? C’mon!
This goes for military, FLEAs, LEOs, "contract role players" and "contract operators."
