As I was winding down my career in the USAF, it was becoming policy that if one knew of “aberrant” behavior and didn’t report it, they were just as guilty.

It has created a system of snitches for some of the most minor errors in judgement without a chance at redemption.

In concept, that's not a bad idea, it's essentially the Honor Code practiced at the service academies for decades. The problem is what is defined as, 'aberrant,' behavior, and who defines it.
