Your idea sorta sounds like the movie “Escape From New York” and a few others with similar plots where a total Detroit type hell hole is just sealed off and the residents live like animals.
Unless things change, that could be the best approach to places like Baltimore where the rule of law and respect for common values are practically non-existent.
