As I understand it, Gray wasn’t arrested for running but for possession of a switchblade knife.

Why was he chased? Because he ran. Once they caught him the police needed something to justify the pursuit.

They should also do a forensic exam of the paddy wagon. Look for Freddie’s dna on the walls, etc..
