California could serve as a model for overcoming barriers to expanding health coverage to uninsured Latino populations, according to an analysis by the Commonwealth Fund.
The Commonwealth Fund cited California -- which has about 14 million Latino residents -- as a model for how to overcome such barriers.
For example, the analysis noted that California:
* Does not have a five-year delay before documented immigrants become eligible for coverage; and
* Has invested in wide outreach efforts

As a resident of this state I can only say CA is model for everything that that is completely dysfunctional imaginable. Even the Communists, IMHO would do a better job running the state than the Democrats in at least three key areas:
1) Oil. There is plenty of oil in CA. The Communists would not hesitate drilling for it, either onshore or offshore.
2) Water. There is plenty of water in CA. The Communists would have no problem allocating it to the collective farms and they would show no mercy to the Delta Smelt.
3) Border Security. Ever heard of a Communist that did not tightly secure its borders? Well...there you go.
California an example? Try living here! California is a communists Democratic pool of dung. This State if finished.

As a resident of California - my main issue is the timing of selling my home. As the state collapses into Mexifornia, property values in the remaining white pockets are rising fast as folks seek out livable neighborhoods and school districts.
Some of these pockets will also collapse, while a few others may endure past the transition to full third-world status. There are after all, wealthy neighborhoods in Mexico City, Rio, etc. (Of coure those come with walls, razor wire and guards). As a beach-area resident I may own in a post-downfall “rich zone”...or I may not.
