Thinking logically, insurance companies cannot deny the claims because the mayor's actions, and actions of rioters, were not caused or permitted by the insured people. The insured persons could not prevent this development no matter how hard they tried. The only way for an insurance company to not pay is if the contract disclaims their responsibility in case of a riot. And even then it remains to be seen.
However insurance companies, after paying the claims, *will* sue the mayor, the police, and everyone else who could possibly influence the outcome. It's what they are supposed to do - to be a buffer between the injured party and the guilty party. They aren't going to just absorb the losses, especially considering that it's a lot of money. Given the unwise statements of the mayor and the reluctant response of the police, they'll have an excellent case.

Now I'm not a lawyer (despite having spent many comfortable nights in Holiday Inns.) But I believe that what has happened here is that the Mayor has caused the City of Baltimore to become a tortfeasor.
Although the city itself may not have committed a criminal act, willing negligence to prevent such acts can (and certainly should) make them civilly liable.
I have no idea what kind of financial shape the city was in before this, but I think it's pretty certain that it will be completely insolvent now.
First, insurance is new world order, so they’re fine with nwo agendas (you’ll notice they happily provide health insurance to sodomites, which is a high risk/cost, without aaaaannnnyy squeak of a sound about maybe reducing that risk by decreasing risky behavior - it’s just not said). The same British financial elites who engaged in opium trade, slave trade, always sought how to get the sheeple to work in their factories and mills cheaper, ran the country of India as their business, who use immorality essentially as a “stock in trade”, etc.... they’re also the folks who built the insurance industry.
Second, the way the industry is structured, it can deal with losses fine, and, if not, new world order will just order government (oh, I mean ask) government for a bailout. New world order’s current “President of the US”, whoever that is, will happily give them all the taxpayer backing they need.
The people at the top of nwo have always been very smart, completely ruthless, and “just businessmen”, nothing to see here...
Many policies specifically exclude damage caused by “civil disturbances” from coverage. I think those poor property owners in Baltimore are just out of luck.
