Which means it is a very real possibility.

Martial law has a specific legal definition and that is when the civilian courts have ceased to function and people are held, tried and punished by what is essentially a military governor. I can’t think of an instance where that has ever been into practice in the continental US since probably the Civil War.
Even if civilian law enforcement is almost completely overwhelmed the Guard will still seek to turn over anyone they arrest to civilian prosecution.
So is Hogan meeting his responsibility, or is he trying to court inner-city voters?
