Well they are free to them. like when a company hands out free samples, it is free to us but costs them something in hopes for a new future paying customer
problem is government’s customers never pay

Jaclynne Medina, Starlight Elementary School fifth-grade teacher said the program has some shortcomings. Space and budget only allows for cold menu items, such as cereal and packaged snacks, she said. Why don't they send the kids home with the pre-packaged breakfast and let their parents feed it to them at home the next morning before they get on the bus?
