Chula Vista is quite near the 32nd Street naval base; even back in the late ‘70s it was nowhere to be walking after dark.

My dad was XO of 32nd Street Naval Station from 1970 to 1977. I know the place all too well. It's really quite a distance from Chula Vista. National City and parts of downtown San Diego were the danger spots when I was growing up.
