He’s talking about a pipeline from Seattle to Lake Mead.
It would make a lot more sense to run it just from the Columbia River to the northern end of the aqueduct that supplies southern California.

The man who headed the Chemical Engineering Department at Texas A&M decades ago (Dr. Hal Cooper) came up with just that idea, but he was thinking on a grander scale. His plan is for a utility corridor that would include a variety of pipelines (oil, water, gas), electric power lines, and a new freight railroad.
It would originate in Canada, use abandoned railroad rights of way that have been rail banked by the states and provinces, and end up in California. Funding is the big issue, but the vision is there.
Shatner is not alone.
