He says its in compliance with the federal lunch rules championed by First Lady Michelle Obama.
The meal in this photo and other meals served by Portsmouth Public Schools meet nutritional and USDA requirements, according to the food service coordinator.
An unscientific poll by WAVY found 92.3 percent of respondents (10,138 people) did not believe the lunch was acceptable.

I like that solution! Yes, all the staff must eat it. Before it is served to the children. If the staff doesn't like it, then dump the meal and improve it. If a staffer refuses then they should be ordered to wear a Michelle Obummer mask for a week. Third time, fired. All the Michelle faces will get some attention to change things. The only thing worse than looking a ugly food.
That’s something that got left in the fridge for two weeks.
That is totally disgusting. I would bring my lunch from home, rather than eat that.
It does look a little bit like the loaves and the fishes from the Bible, however.

Dessert!
Many people of a certain age look fondly back at the kind lunch-room ladies of our days in school. The ones who actually cooked. It's not like that now. I know, I was a high school teacher.
Lunch room staff are now primarily responsible for opening cans and defrosting/heating up in the oven. All the food is convenience, and it is cheap and of very poor quality.
They must operate the school cafeteria under such a heavy barrage of dietary and nutritional regulation... Michelle's vision, of course, but also under threat of lawsuits from the no-peanut crowd and everyone else.
The way to combat that is that the food is heat-and-serve with assurance from the manufacturer on nutritional value and allergen content.
Nothing, and I mean NOTHING, is made from scratch, or has seasoning added, or anything that might add the slightest risk of litigation or expense.
It broke my heart to see the kids have to eat that. So many in my little district were free-lunch kids, and whatever you might think about that program, it really was the only meal that they could count on.
Is that some kind of fish fillet?
I’d sue these mother truckin’ schools if they prevented me from having my kid brown bag it.
When you send your kid to a private school for 60K a year, they better be having catering.
The Obamakins are not going to public schools.
Maybe salt cod or dried halibut...maybe it was Inuit Day?
Dang. The only thing that looks like it has any green vegetables is the dessert.
I do agree the lighting made this swill look bad.
The picture should have been taken in the dark with no flash.
“My suggestion: Send it to Gwyneth Paltrow”
She would need to use many, many more sheets of toilet paper.
