U.S. Customs and Border Protection (CBP) intends to solicit offers to Request for Proposal (RFP) HSBP1015R0025 for .223 Remington (.223 Rem) Caliber Training Ammunition for Department of Homeland Security (DHS) locations nationwide, including those in the continental U.S., Alaska, Hawaii, Guam, the Northern Marianna Islands, Puerto Rico, and U.S. Virgin Islands. HSBP1015R0025 is scheduled to be issued on, or about, April 30, 2015.

Besides the fact the gubment is trying to dry up the .223/5.56 ammo market...
Are they shooting .223 in 5.56 chambers...or .223 chambers? Could this lead to .556 being shot in .223 chambers? Isn’t .556 loaded hotter than .223? (I mean, besides the very slight structural differences.)

.223 ammunition in 5.56 chambers is OK. 5.56 ammunition in .223 chambers is technically a no-no, but few if any problems have occurred.

The differences are discussed in the following article. The executive summary is a 5.56 chamber provides for a "leade" of 0.162 inches (distance from the seated bullet to the start of rifling). The 5.56 bullet is not seated as deeply so it approaches the rifling of the 5.56 chamber. The .223 chamber provides a tighter leade of .085 inches and .223 bullets are seated with that .085 inch spacing. A 5.56 cartridge may end up having the bullet contacting the rifling before it is fired in a .223 chamber. Conversely, a .223 cartridge in a 5.56 chamber sits back away from the rifling. The 5.56 cartridge bullet contacting the rifling in the .223 chamber might result in an overpressure when firing. The converse with the .223 cartridge in the 5.56 chamber is safe, but may have reduced accuracy due to the longer path before the rifling is engaged.

I encountered a similar issue with 7.62x51 NATO vs 308 Win ammo. My best rifle has a very tight 308 Win SAAMI spec chamber. It is not safe for use with 7.62x51 NATO. I had ONE case of the rifle firing when the bolt was closed on a 7.62x51 NATO in that rife. Never again. I only shoot SAAMI 308 Win in that one now.

7.62 ammo should not be hand loaded. Should only load from mag. as firing pin floats and can cause a slam fire. Mag loading slows bolt to prevent this.

It was a bolt action rifle. The bolt was pushed slowly. The round ignited just as the bolt lugs engaged.
