AUSTIN Two of the legislative sessions highest-profile bills were temporarily derailed by technical glitches Tuesday one to allow Texans to openly carry holstered handguns and the other to limit local restrictions on hydraulic fracturing.
Opponents of both measures say any delay gives them hope that they can kill the bills. But supporters dismiss that as wishful thinking, saying this is not even close to a death sentence for the proposals.
Its just delaying the inevitable, said Rep. Matt Krause, R-Fort Worth. I think both will still pass, according to the mood of the floor.
Both bills were sent back to committee and quickly reapproved. They are expected back on the House floor as early as Friday.
At issue Tuesday was how part of the legislative process was handled.
Rep. Trey Martinez Fischer, D-San Antonio, questioned whether witnesses who testified on the bill to allow licensed Texans to openly carry handguns were properly registered and recorded.
Some witnesses who signed up to testify changed their mind during the hearing, and changed their position, he said, but that wasnt reflected in electronic records of the House Homeland Security and Public Safety Committee.
Others say a glitch in the system affected more than 100 bills, misrepresenting witnesses positions.

When I got the text from someone on the floor, they said a technicality got in the way...
How it was allowed to get in the way, when the issue was fixed in record time, for this bill to come up again this week, smells like Strauss to me...
But I was told he was not much in the way like he usually is on issues like this...
All I know is that to give testimony, or speak before a committee is a fairly open process, you don’t just get to walk in and sit down and speak for or against a bill...You got to sign in, get in line, and be recognized...On a clear day...
If you are an “expert”, you are usually invited, and already have credentials and other published position papers on the subject and are usually scheduled to appear by the committee...
I’m surprised Fischer was even allowed to have his motion succeed in delaying the inevitable...
Remember the devil is in the details in HB 910...It needs to be studied...And any amendments to it need to be scrutinized to measure its effect on the overall carry issue in Texas...

I saw that after I made my post. Some people who don’t live in Texas make a habit of kicking Texas using worn out phrases. We Texans will correct/rewrite/replant/relock and load without outsiders sticking their nose in our business.
I just spent a few days visiting AZ.
They have Constitutional Carry there and I didn’t see one person Open Carrying. It just isn’t a big deal there.
If you want to, you go right ahead. It’s enough for people there to know they can, same with Concealed. So much for that “it will be just like the Wild West” idiocy that Liberals always drag out when Open Carry is Legalized, just like they did in MS.
The People I visited came from CA years ago. Back then they didn’t own any Firearms, now all of them do. Nothing to do with CA at the time. Back then CA was full of Patriotic Americans.
I don’t think very many people will open carry if it passes.
My only concern is that it will freak some people out and more businesses, etc. will put up signs banning carry of all firearms, concealed or otherwise.
If they Post No Weapons signs in Cursive, the Criminals won’t comply, especially Obama’s Imaginary Sons.
I’m not a big Open Carry fan. I think it makes you a Target.
Concealed Carry offers the advantage of surprise.

I believe the last gasp of the democrat party blockers to Texas Open Carry gave it this last shot...Pardon the pun...
We will see if Joe Strauss does anything stupid when this comes up again...I hope he just fades away the rest of this session...
