I disdain Jeb Bush but the one, and only, reason this story is of any importance is that fact that mis-marking your race on a government form can be construed as a felony.
And checking this box on a form that the City Clerk will see once before filing away entitles him to what? Why is the government even asking?

I disagree with those who claim Bush didn’t gain from this - its just an honest mistake. He did it from a position of white guilt. He want to self identify himself as a minority to gain from it politically
