The Constitution grants the federal government no authority over the intrastate growing, selling, buying, or using of marijuana. It does however grant Congress the authority to pass laws and regulations which are enforceable, or did you forget that part?

If the enumerated powers do not define the boundaries of laws and regulations Congress can enact, then the Tenth Amendment is meaningless. There would be powers reserved to the States or the People.
