OSLO/WASHINGTON - The United States will submit plans for slowing global warming to the United Nations early this week but most governments will miss an informal March 31 deadline, complicating work on a global climate deal due in December.
The U.S. submission, on Monday or Tuesday according to a White House official, adds to national strategies beyond 2020 already presented by the 28-nation European Union, Mexico, Switzerland and Norway.
Together, they account for about a third of world greenhouse emissions. But other emitters such as China, India, Russia, Brazil, Canada and Australia say they are waiting until closer to a Paris summit in December, meant to agree a global deal.

Global warming would end tomorrow if the grant money dried up.
The rest of the world knows that the UN is trying to shake them down for money and that any kind of treaty will hamper their respective national economies. Good for them. I predict they’re all stalling for time until the US gets a change in leadership in 2017.
Surely this plan,among other things,says that only Americans on welfare and those with trust funds can have central heating in winter.All other Americans will be issued a sweater and a blanket...free of charge...every 5 years.
Any solution must always include taxing American dwindling wealth and giving it to the rest of the world.
And to take away more of our liberty. Very important.
One way to reduce glow-bull warming significantly would be to gag those like Al Gore and Robert Kennedy Jr because of all the hot CO2 air they spew about climate change and carbon emissions.
