Pre-crime? I am confused.

How would Obama pardon him if he has not yet been convicted by a GOP AG?

Can someone get a blanket pardon for crimes committed but not yet convicted? Just wondering.

You don't have to be convicted.
Usually just indicted.

In the case of Nixon, he wasn't ever indicted.

Usually, with a pardon comes admission of guilt.
Ford wanted a statement of contrition instead, but waived that also.

Nixon ended up getting a full pardon, without ever being indicted and without ever admitting guilt.

Obama could likewise pardon Reid
(Or throw him under the bus like he does everyone else)
