The Kentucky Republican took over the Senate leadership from Reid, a Nevada Democrat, when Republicans won the majority in 2014 midterm elections. Though they have often butted heads politically, they are known to respect one another and be friends outside of Capitol Hill.
Friends? Why wouldnt they be? As George Washington Plunkitt famously said in Chapter Nine of Plunkitt of Tammany Hall:

You see, we differ on tariffs and currencies and all them things, but we agree on the main proposition that when a man works in politics, he should get something out of it. The politicians have got to stand together this way or there wouldnt be any political parties in a short time.

It’s all smoke and mirrors. Yes the GOP puts up good looking legislation, but with no intention of passing it. So you get the same results we’ve had before. This government looks at all legislation backwards. Their order of priority is politics, party, victim, villain and lastly good of the country.
