This looks like a ploy by Putin to build actual roads Eastern Russia, give Russia strategic routes into North America and Western Europe, and no doubt America and Western European countries will wind up paying for most of it.
Exactly my first reaction. Not just Russians. Chinese too. The ocean buffer is a good thing. It places a logistical hurdle to invasion by foreign forces. Let's not build a bridge over the moat.
