They are ready to pounce, but they are not sure how to do it yet.

You could see this in that fundraising email they sent out. First they say Cruz gives them a cold chill, then they say their eyes are rolling at his announcement. So it's like, which is it. Is Cruz an evil dark lord like Dick Cheney or is he a laughingstock like Palin? Their problem is that if they try one of these characterizations and it doesn't stick -- as it probably won't -- they're going to look like idiots with egg on their face. So they are dithering.

Ted Cruz is the whole package, when they say he's "all zeal and no plan", I'm perfectly content to let them underestimate him and promote that idea.
