The writer should not have used the language of “between state Guard leaders and”, it is confusing.
This was entirely predictable when the Chief of the National Guard Bureau became a four star general. That made the Guard effectively a separate service with its own pathway to the budget goodies. Their priorities are jobs, cash flow into the state and political patronage, absolutely nothing to do with National Defense. I am talking only about the leadership, not individual Guardsmen or units.
The Obama generals dont trust the Guard with the really good hardware.
It’s been going on for years.
Governors don’t want attack helicopters. You can’t kick bales of hay out of an Apache helicopter to cattle that are snowed in. You can’t lift people off of roofs with an Apache helicopter.
Governors want lift helicopters and Engineer units.
And the Army leaders need to grow up.
