U.S. Secretary of State John Kerry said on Wednesday lawmakers cannot modify any nuclear agreement struck between the United States and Iran despite threats by Republican senators that they can.
In congressional testimony, Kerry said he responded with "utter disbelief" at an open letter signed by 47 Republican senators that threatened to undo any nuclear agreement reached between Tehran and Washington.

Far be it for me to criticize Mr. Blakley, but I cannot find a basis for that "authority" in our nation's Constitution.
So what empowers the President to appoint a cabinet?
He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such in- ferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

Yes and God knows these morons need the guidance of the US Congress. The Senate is not constrained from voicing their opinions in any way they like.
