The 47 senators are part of that 2/3 of the Senators.
They are authorized and are not negotiating. They simply reminded Iran that Obama does not have complete authority in this matter.
How about charging the “one” with gun running, violation of federal immigration laws, treason, allowing an ambassador to get whacked...(the list is endless)...

If somebody got serious about it, I suspect there is more cause to file treason charges against Obama & some in his administration than there is to file against Senators just reminding the Mullahs (& King Obama) of THEIR Constitutional duties and powers.
