Tax for storing rain and tax for letting it run off. They tax us coming and going. In the front door and out the back. Death and taxes. In Houston, Fat Girl taxes us monthly on how much rain falls on our roofs and driveways. When it doesn't rain all month she taxes us anyway. Seems like that could invite a court challenge during droughts like 2011's.
