Their request was for State Department e-mails. It’s now revealed that Hillary used multiple private e-mail accounts for State Department business. Subpoenas are very specific.
She may have (did) conduct some SD business entirely within private accounts on her server.
There had to be address spoofing and government IT guys in on it.

Even if Hillary!™ produced 110% of the emails requested, the points are that using her personal account for official business was in clear violation of law, and the fact that the e-mail domain was insecure & hackable could lead to severe security problems.
