Probably. Now, we’d probably have some lone wolf types help us, but it would be as ugly as ugly can get.

Kuwait, btw, would be a logical place for the rumor to start as there are large US airbases there and it is customary if not required by treaty)to obtain permission ( from the host nation to make a strike from their land.
