One cable brought down the state?No, one cut isolated Flagstaff and other parts north of Phoenix from the net. The rest of the state was unaffected.

No. 1 cable brought down some burbs and some small towns. Anybody south of the northern outskirts oh Phoenix was unaffected, and as near as I can tell Grand Canyon area also wasn’t hit.
