People who worked in the Towers on 9/11 (and who survived) tell me that they knew the attack would come. Thus when Bldg security advised people to remain calm and stay put, they pushed on downstairs anyway.

The New York Board of Trade anticipated the attack by building an emergency, backup trading floor across the East River and its dozens of markets were up the next day.
